Open your DEF_HUD.xml and replace the HUDActiveEffectsWidget_mc section with the following code. If the below section doesn't exist, paste the below code in on the line right BEFORE the </HUD> tag:

Save and close. Run HUDMenuSet.exe and you should see and be able to move the effects icon bar.

It is not always a damn mod causing an issue, ffs.
OT, for people reading this in the future and in need of searching for a fix NOT related to any HUD/UI-mod (because I fuuging tested it instead of acting dumb as some people around the web):
Go to your fallout4prefs.ini (either at your "My Documents" area or on your default profil, if you are using Mod Organizer 2 (which I would actually recommend)), search for the tag "[Interface]" and look for the parameter "uHUDActiveEffectWidget=X"
If it is a "0", either change it to a 2 (e.g.: uHUDActiveEffectWidget=2) or delete the line, as it will recreate it with the respectively needed function and value.

However, I really do enjoy laughing at those kind of people when they embarrass themselves by posting comments they would not have posted if they actually read the topic.

I use no UI/HUD mods whatsoever and still got that bug.
