Just a random, completely off-the-wall, out of left field, shot in the dark guess... but... do you think maybe, just possibly, there's a slim, maybe even infinitely tiny, chance, that JUST...MAYBE... it's a problem with your mods?

Guys i fixed my issue i was using DEF_UI and i read the FAQ if anyone having this issue too. do the following:
Open your DEF_HUD.xml and replace the HUDActiveEffectsWidget_mc section with the following code. If the below section doesn't exist, paste the below code in on the line right BEFORE the </HUD> tag:

<FatigueWarning_mc>
<x>-256.55</x>
<y>-46</y>
<scaleX>1</scaleX>
<scaleY>1</scaleY>
<flags>255</flags>
<color>0xFFFFFF</color>
<color2>0xFFFFFF</color2>
<rotation>0</rotation>
<parname>RightMeters_mc</parname>
<defx>-256.55</defx>
<defy>-46</defy>
</FatigueWarning_mc>
<HUDActiveEffectsWidget_mc>
<x>-30</x>
<y>-22</y>
<scaleX>1</scaleX>
<scaleY>1</scaleY>
<flags>255</flags>
<color>0xFFFFFF</color>
<color2>0xFFFFFF</color2>
<rotation>0</rotation>
<parname>RightMeters_mc</parname>
<defx>-30</defx>
<defy>-22</defy>
</HUDActiveEffectsWidget_mc>

Save and close. Run HUDMenuSet.exe and you should see and be able to move the effects icon bar.

IdZ zE MoDZ MaiT, diSaBLe deM <.>

It is not always a damn mod causing an issue, ffs.

OT, for people reading this in the future and in need of searching for a fix NOT related to any HUD/UI-mod (because I fuuging tested it instead of acting dumb as some people around the web):
Go to your fallout4prefs.ini (either at your "My Documents" area or on your default profil, if you are using Mod Organizer 2 (which I would actually recommend)), search for the tag "[Interface]" and look for the parameter "uHUDActiveEffectWidget=X"
If it is a "0", either change it to a 2 (e.g.: uHUDActiveEffectWidget=2) or delete the line, as it will recreate it with the respectively needed function and value.

There you go. Another fix WhiCh Is NoT MoD ReLaTeD DuH,;

Er, this IS a mod related issue. Def UI is a mod and OP had misconfigured it.

So, really pointless necro + really pointless rant.

You know what kind I hate? The kind that can not read all the posts in a topic before replying.

However, I really do enjoy laughing at those kind of people when they embarrass themselves by posting comments they would not have posted if they actually read the topic.

Is it still pointless if I got a good laugh out of it?

I use no UI/HUD mods whatsoever and still got that bug.
Does the advised fix (above) work for you?
