RESOLVED Help the Overseer Interview Candidates won't progress [SPOILER]
Quests - Vault-Tec Calling, Better Living Underground and Explore Vault 88 are all competed and in the quest completed section.
I have built the Vault 88 Overseer Desk, some beds, a garden and so on.
Current quest says Help The Overseer Interview Candidates and she has the quest mark above her head, but when I speak to her the quest doesn't progress.
Any help?

Where is she standing? In the entrance to the vault?

At the Entrance (Inside) there have to stay several settlers. You have to go there.

She is by the entrance to the vault, there a a few settlers there too. I tried talking to them but one just goes "what you looking at", another "gee ths place is awesome" or something like that. When I talk to the Overseer she just refers to the people coming in and how we'll have a proper vault etc. She has the damned quest mark over her head, the game sent me to her, but she just won't progress into interviewing. I've watched a couple of vids and know I am in the right place etc. It's dp frustrating.

Just wanted to add, I've a million hours in this game, am level 104, had occassional bugs and so on, but never had a situation like this. Thank heavens I had a Season Pass because if I'd paid for this DLC full price, I'd be fuming.

hmm when she is there and the candidates in spee are there u must talk here over that she accept the candidates, after that u start the interviews, if all is bugfree.
im must say i got many bugs (Emogene as top one, third restart now only because here questline) but in my 2 vault 88 dlc runs i dont got any bugs there till now.
have u freed all sections of the cave? in all my runs i already done that before starting the interviews. maybe there is trouble if that isnt done before, even when it is another questbranch?
and i guess u used the vault intern settlement beacon instead of the standard tower one? (dono if it is even possible to build the standard tower in there, but i must ask :) )

Stardustfire - thanks for your reply, sadly, yes, I have opened every area and turned on all the workshops, and yes I used the internal switch to turn on the beacon.

Lazerface - google only brought up someone who had the same problem but they had not built the Vault 88 Overseer Desk - they had built a "standard" one - not sure how, from a mod maybe.

I guess I'll either go back to an old save (which is a total pain as I've built an Atrium with trees and plants, a cafeteria etc. spent hours lighting it all up with discrete hidden power, decorated and so on and so on). Or quit :(

Well I restarted the whole quest and this time was able to do the interview part.
I did everything exactly the same except for one thing.

The first time I moved the Overseers Desk - I had initially just plonked it down outside her caravan and then moved it into her office once I'd built it.
This time I built the bare bones of where I intended putting the Overseer's office first before building the desk.

Absolutely everything else the same so that is the only thing I can think was the problem.
Now I have to painstakingly rebuild everything, but at least the damned quest has progressed.

I had the same problem, all I did was build a bed nearby (had 2 settlers at the time), slept for 4 hours, and came back. There was then 3 settlers and the quest progressed.

the sleeping for a few hours worked for me
For anyone with this problem on PC. Step away from her, open the console, click her (should be (050042b5)[PP]) then type "moveto player". If that doesn't work, you can type "recycleactor" but if you do that she will respawn where she was when you first got to the vault, naked, and with nothing in her inventory. So make that a last resort.

Easier than that, fast travel away and fast travel back and it resolves. (Or at least it did for me)

I've been trying to figure this out for two hours now. Okay so usually using setstage commands breaks quests, however I think I figured out a way to use them here without any side effects. Use these commands in order:

setstage DLC06MQ03 800

STOP

exit the console for the command to take effect first (it will show the quest as completed and reward you with XP), and then open the console again and type:

setstage DLC06E01 150

This should complete the quest, "a model citizen" and begin, "power to the people." I hope this helps.

Addendum for people who had my problem:

Just inside the vault door is a blue steamer trunk that spawns pip-boys and vault suits, and is required to start the "power to the people" quest. If you delete this trunk somehow, you will not be able to progress even with the above commands, but it can be fixed with the following console commands:

prid 05004f62

enable

placeatme 0500588c

This will place the trunk back where it started with the pipboys and suits inside.

I just slept for 5 hours and suddenly it worked but that's just me some people above me have posts about what might work if sleeping doesn't
