Just wanted to add, I've a million hours in this game, am level 104, had occassional bugs and so on, but never had a situation like this. Thank heavens I had a Season Pass because if I'd paid for this DLC full price, I'd be fuming.
im must say i got many bugs (Emogene as top one, third restart now only because here questline) but in my 2 vault 88 dlc runs i dont got any bugs there till now.
have u freed all sections of the cave? in all my runs i already done that before starting the interviews. maybe there is trouble if that isnt done before, even when it is another questbranch?
and i guess u used the vault intern settlement beacon instead of the standard tower one? (dono if it is even possible to build the standard tower in there, but i must ask :) )
Lazerface - google only brought up someone who had the same problem but they had not built the Vault 88 Overseer Desk - they had built a "standard" one - not sure how, from a mod maybe.
I guess I'll either go back to an old save (which is a total pain as I've built an Atrium with trees and plants, a cafeteria etc. spent hours lighting it all up with discrete hidden power, decorated and so on and so on). Or quit :(
I did everything exactly the same except for one thing.
The first time I moved the Overseers Desk - I had initially just plonked it down outside her caravan and then moved it into her office once I'd built it.
This time I built the bare bones of where I intended putting the Overseer's office first before building the desk.
Absolutely everything else the same so that is the only thing I can think was the problem.
Now I have to painstakingly rebuild everything, but at least the damned quest has progressed.

exit the console for the command to take effect first (it will show the quest as completed and reward you with XP), and then open the console again and type:
setstage DLC06E01 150
This should complete the quest, "a model citizen" and begin, "power to the people." I hope this helps.
Just inside the vault door is a blue steamer trunk that spawns pip-boys and vault suits, and is required to start the "power to the people" quest. If you delete this trunk somehow, you will not be able to progress even with the above commands, but it can be fixed with the following console commands:
prid 05004f62
enable
placeatme 0500588c
This will place the trunk back where it started with the pipboys and suits inside.
