Found source of Purified Water in Diamond City
So, I recently moved my main "settlement" to Diamond City's house, Home Plate, when I discovered that I couldn't fill any of my empty bottles because I couldn't build a water pump.

HOWEVER, you CAN build a sink or a water fountain if you have the Vault-Tec DLC. These give you access to purified water inside your house so you don't have to walk clear to Hangman's Alley.

Good to know. It always struck me as odd how Diamond City doesn't have any water pumps. I mean, I've come across ramshackle little settlements out in the middle of nowhere that have pumps for anyone to use. But the main city has not one?

it does have the water boy that sells purified water though

Sheng Kawolski, yes he has a quest too.

He will replace Travis Miles as the DJ of Diamond City Radio should Travis be killed during the Confidence Man quest.
