its not only still in the game but the bethesda texture pack made it even worse, I had flashing areas on a few different interiors.

It's strange though, it the walls appear when I get close to them. I'm guessing that makes it a cell edge issue? I'm a bit ignorant of these things, but does that sound correct?

Go into your Fallout 4 data folder and search for nv1080.esp and save it or copy it somewhere else. Delete the original. I don't know why this works, but it worked for me. after you leave vault 95, you may want to put nv1080.esp back where it was because I don't know what it does.
That's the Nvidia Vault 1080 mod. It can be safely deleted. That's not my problem either, as I deleted it long ago.
However, if you want to try removing it to see if it fixes your problem, you can just deactivate the mod by navigating to [your hdd letter]\Users\[your user account name]\AppData\Local\Fallout4 and opening Plugins.txt, and deleting the * next to nv1080.esp
That'll work to enable/disable any mod. A mod manager could do the same, but it's that simple.
