one set was t-45 partial, but there is another set in a transport unit on the road nearby that had partial bits of it

X-01 armor starts to appear at lvl 28, so it really isn't a coincidence.

Power armor spawns are odd, always lucky to find a full set of any type. 2 suits at armory btw,.

That one is definitely leveled. I have never found X-01 there before level 36 or whatever the cut off is.

At the National Guard Armory in my most recent playthru I think I only found an incomplete set of X-60, even though I was leveled high enough for X-01. I remember being really annoyed by it. LOL.

PA spawning since the last big update has been whacked in my game. Some spawn locations are empty and where there's suppose to be complete sets, I only find partials, sometimes only one piece. And for each set, there is one piece that is super rare. For example, I have 4 complete X-01 sets right now, and enough sets for at least 3 more sets, except I can't bleeping find the left leg. With X-60, it's helmets (I've taken to converting BOS helms to complete my sets), with T-51 it's right legs and with T-45 it's left arms. I don't know what is going on--I've never had this kind of consistent scarcity of specific parts in previous playthrus. But my PA workshop is overcrowded with all these incomplete sets just waiting for me to find that one specific part. Rowdy occasionally sells one, but it's few and far in between that she sells exactly what I need for these incomplete sets, and she has yet to sell X-01 left legs. (I'm level 101, so she's suppose be selling X-01 parts by now)

I believe the Atom Cats Garage can sell you the missing pieces. Also rule of thumb: you can always reset the spawn as long as you haven't been to the cell and you save precisely 2 full cells away.

Also you can get (and I believe this is still the case) four guaranteed full sets of X-01 armor in Nuka World.

No. It isn't. You can be level 100 and a bad roll of the dice will only score you a T-51.

The chances of that are very, very small.

Post level 30 you will get at least 2 pieces of x-01 on a suit from most areas.
Post level 50 is almost a full set every time

Anything after that is a full set and normally a few mark upgrades

Actually in certain places power armor is locked at a lower tier at higher levels. I think this is to balance what power armor you can find (e.g. the power armor located on the road towards Nahant is locked at T-51 on higher levels).

Normally these places are at the beginning of the game, i'm talking about the reverie checkpoint, boston south military checkpoint, the big dig and so on
