Grow Razorgrain and make noodle cups.

I like Veggie Soup since it give higher HP than Noodle Cups and shares components with Veggie Starch.

thanks guys appreciate it :)
I get fresh fruit from Vault 81 and plant crops using them. They're good for hunger since they don't give you rads, and they sell for quite a lot, so I usually sell the ones I don't eat. Honestly though just having a cooking station around should be fine since you get plenty of meat from animals

Noodles/Veggie Soup are pretty much the way to go. Only Downside is you need dirty water, so it does require you to farm and hunt for empty bottles to fill with dirty water from a none pure water source to cook them though.

Empty bottles will be the bottle neck early on. But at lvl 74 I have over 400 Veggie Soups in the bank and I ate them almost exclusively.

Reviving an old topic to add up a piece of information I believe this is lacking across the previous posts: vegetable soup does not quench thirst, while the noodle cup does...

So if I take noodle cups around I can leave the purified water behind, so less carry weight. And it is pretty useful, as soon as I get thirsty, I use a noddle cup and don't ever become hungry (so I can leave some healing for the noddle cups while drinking water).

Yes, if I'm thirsty, noodle cup will still heal, so that's a good deal, I think! I am still not sure this is "the best deal" across the game, as we can get noodle cups so early in the game.

Other than that, mirelurk and radscorpion omelets are quite light for what they heal... Just not so abundant. Vegetable soup is cheap, abundant, so it is good to have some at base, but for actual injury healing, best to carry some 0.5 (weight unit here) meat or self-produced (rad-free) snacks like Preserved InstaMash (3 tato, 1 cloth per each in food processor contraption).

I looked up this thread with the same question, as I am just around level 28 and wondered if my findings were in sync with other people's.

Mutfruit.
Food that heals alot of hp or adds AP and the like are tools to be used in combat.
Munch a bunch of mutfruit first to remove hunger though.
I wanna add my 2 cents and say that wild veggies and fruit are plentiful if you know where to get them. Like you can literally only worry about thirst if you map out the wild tatoes or mutfruit growing around the edges of the map/forest.
Noodle cup is good since in effect it's free water included in your food, but: razorgrain farming is the easy part, the hard part is scavenging the empty bottles to 'make' the dirty water. And arguably there are much better uses for the scarce dirty water, (including vegetable soup). You also get into some tricky situations when using noodle cup as water and as food - if you are thirsty but not hungry, or vice versa, it's kind of wasted. So I've grown less fond of noodle cup.

I would say mutfruit is overall the best solution. Wild mutfruit is a nice bonus and you can almost live off wild food if you travel around a lot and remember the locations.

Corn is not bad. Both corn and mutfruit have other good uses and hence reasons to grow them, and are a good portable trade crop as well as a low weight personal food.

Even carrots aren't that bad, because of the big round-up that happens with hunger bands, so 2 (rarely 3) carrots will raise you a hunger band, just like mutfruit or corn.

Basically eat (or sell) the heavy stuff when you're at a settlement, carry the light stuff with you to eat or trade.

The key part of managing hunger I would say is it actually boils down to managing your own level of rads. Once you have that solved (there are multiple ways), food is not a problem, you just eat farmed raw food.

I'm pretty sure it is not possible to farm these vegetables or any of the other rad free vegetables, and produce actual rad free crops from them.

Due to the much lower respawn rates in Survival this is not really true unless you move around a lot, especially if you don't have the "extra meat" magazine. You can try farming some of the random encounter points but most of the time they won't spawn meat bearing animals.

There's not really a "best food" it depends on your playstyle and the situation you're in, and your luck in looting.

Early on if I don't loot Antibiotics then I invest in Antibiotics crafting and something to remove radaway (i use mods so I have options besides radaway).

I prefer melons over noodle cups since they're free and more accessible (abernathy farm vs diamond city for $$ and the combat zone), and I rather use Dirty Water to make Purified Water (extra xp). I always grab noddle cups from the combat zone and if I don't need them I put them in the fridge I mean workshop.

Once high enough I put points into Led Belly then I only cook for the xp and sell everything I don't need. Once you have Led Belly you can pick fruits and eat on the go and don't have to carry food.

I prefer to eat on the go and sell everything and cook for the xp, but it doesn't really matter how you do it as long as you get a good system going. The objective is to survive.
