Starting A New Character But Want To Skip the Vault........

Hey, I read somewhere that you can start a new character but can skip the vault and can even start in random areas of the wasteland. I can't remember where I found it. Anyone know how this works? Thanks in advance.

Edit: they are save files b4 you leave the Vault so you can change the stats and looks to your liking.

There are also save games which start you when you confirm your build at the vault's elevator available from Bethesda.

why not just load the gamesave thats auto made at the end of Vault 101? they added that for new playthroughs and can change the character settings before ya leave the vault if ya choose to
