Have you tried walking away of the offending settlement and getting back after a while? Are you sure you own such settlement? You can't control settlers if you do not own the settlement where they currently live.
Useless reply is useless.
1) Store all plants, scrapping stations, guard posts, etc in the WS (anything to which a settler is assigned)
2) Travel away ( to let the cell reset)
3) Wait 24 hours and return
4) re-place your items and assign settlers
If you can use a mod called Settlement Management Software it is good for marking unassigned settlers and also assigning them without having to run around and find them.
Just a heads up, im almost certain that mod is outdated now as the functionality was added with the vault tec dlc. You can use the vault tec terminal to assign settlers.

I don't have the DLC and I use the mod currently with no issues. But no appology needed. I'd rather someone question it than have me give poor advise.
Did you try storing the plants, etc then leaving, waiting and coming back before re-placing them? That has correct this type of issue for me and other before.
If so and it's still not working can you describe what happens? Do you select a settler then chose move and they simply don't show up at the new settlement? When you assign one to a guard post does the guard post and settler still show unassigned?
Have you tried to just create a new guard post then assign one of your unassigned settlers to it?
I'm asking becuase plants can be confusing to tell who is assigned to what, but a guard post is pretty easy to see and tell if it is assigned or not.
Obviously it works for others. And it has worked for you in the past. If you don't think a mod is the issue then its got to be corruption with your save file or game data. If you've verified your cache then its probably a save file. Can you try loading an old save before the issue and see if you can assign them then?
I'm grasping at straws trying to help you here.
