He should be romancable - there's just not enough to choose from for a straight female in this game.
Even the Nord dude I picked up in some bar in Skyrim is a better choice than what I'm given here.
In my first playthru I romanced Piper after I discovered Deacon wasn't romancable and Curie was totally not into me. I regretted that, not because i'm a hetero chick IRL--in a video game it doesn't really matter--but I discovered I just hate that romancing a character just means putting up with their icky morning talk for a temporary perk. I also romanced MacCeready and ugh, he's even worse than Piper, all clingy and creepy (enough with the mutfruit, Mac! Gross! Go back to your kid already!). I've given up on the romance option in this game--they should have done better. I just get by with my buddy Deacon and his never-ending disapproval of my habitual Mentats use to replace the Lover's Embrace perk.
I think Travis would be a fun companion. And High Rise (if the game let him live) . And it drives me nuts Edward Deegan isn't available as a companion as a reward for putting up with the nutty Cabots--seriously, at teh end of those quests, he should be totally like, "Hey, I gotta take a break from these loons before I end up just like them--could you use a hired gun for a while?"
