Report a translation problem
One of your decoration mods is probably taking up some reference point or what not that content in the game wants to use.
To debug you can try disabling everything then re enabling one by one.
While experimenting the issue, I noticed that after I scrapped some steel around my settlement, I could build any available objects again. For some odd reason, even though I clearly had all the necessary components (absolute bare minimum though) to build some of these things, it simply wouldn't let me build them.
Simply replenishing my components seemed to fix the issue.
