Failed Romance.......♥♥♥♥.
I failed romance with Cait.....will another time come?

Yes. All romanceable NPCs have a "second chance" dialogue they will bring up now and then, where they bring up the final affinity topic they talked about and make sure you weren't creeped out or whatever by it. You will then have the chance to flirt with them again. It will come up every so often as many times as is needed for you to pass the speech check and enter a romance with them. No idea if there are any actions you can do to trigger it, so you'll just have to be patient and wait for the topic to come up again.

I clicked "Romance" and it failed. I guess I should of expected that, since it was red. Then again it did work with Piper...

Failing the speech check. If you don't have a high enough charisma, then it's not that uncommon to fail your attempts to flirt. I failed two or three times in my attempt to romance Hancock on one playthrough, before I decided to just max out Charisma. Wasn't even that low with it at the time, maybe 7 or 8, but I kept failing the "Have you ever thought about us as maybe more than just friends" flirt.
