It's the only one in Nuka World, yes. And no, you can't make a Supply line to the Commonwealth from it. I think it can get supplies from the Commonwealth anyway (if it's turned into a Raider settlement anyway), but I'm not 100% certain on that.

Northeast of the bottling plant

I'm unsure if supply lines work on raider settlements, but another way is to build a bunch of stills and assign all the raiders to them to offset the unhappyness of a few raiders farming

If you go the raider route no idea about supply lines, but if you wipe out the raiders then yes you can connect it to one of your current settlements through a supply line, mines connected to 2 of the 3 robot only settlements I have, Mechanists lair and greygarden, sooner or later ill build another robot at the 3rd one boston airport and connect that as well.
