Nuka-Cola Victory bug?
To me it looks like it's useless with all it says it does is add 15 Rads. But everywhere I see only says this thing is supposed to restore a large amount of HP. I thought at first it was a mod thing screwing it up but even with absolutely no mods turned on I still see it as nothing but 15 Rads. Is there some other reason this is useless to me?

Well prehaps its not a bug but Victory alone is just ♥♥♥♥♥ and only gives potential in a mix with something?
