Report a translation problem
Use this mod to get access to the console. It will not mess up any part of the vanilla survival settings or do ANYTHING other than enable the console after you have loaded the mod and you have loaded a ingame save that has survival enabled.:

The form ID for: " A World of Refreshment " quest is xx03684e where x is the load order number for the Nuka World DLC. E.G. for me Nuka World is the Sixth ( 6 ) item to load so it is: 0603684e

If that is a no go:
CompleteQuest xx03684e
After this you may still have to go to the top of the World of Refreshment building exterior, up the construction elevator to the top of the giant Nuka Bottle and " Use " the flagepole with the little Nuka Bottle on it. This will allow you to assign it to a gang if you have NOT killed off the raider gang leaders.

Im not sure but I have used this to do a couple things and just removed it right after.
I only use it for slm for making companions look awsome.

I had the same issue, cleared out both exterior and interior but "Clear the interior" wouldn't complete. After trying the setstage option 4K1R4 provided I ended up having to use the completequest command but I couldn't place a flag after doing. It told me that the area hadn't been secured. So then had to use the resetquest command, which brought back the world of refreshment quest but it was at the point telling me to choose a gang at the flag, enabling me to finish the quest.
First game breaking Bethesda bug I've experienced that wasn't solved through a simple reload.
