Also increasing the budget can tank your happiness rating because your sims... I mean settlers... think the place is empty and they don't have anything. I have a mod that automatically resets the budget when it gets too high but I don't know which one it is... possibly "don't call me settler". I have a few settlement affecting mods so I forget which one does it. I actually don't like it because of the happiness issue.
Its just best to use the 'scrap weapon' exploit. A good pile of high end rifles scrapped in a settlement will lower the budget quite a bit for further building.
