step 1 dismiss gage
step 2 use console command sqs xx000804 (if owned all dlc xx = 06)
step 3 manually see what stage is done and what isn't.
step 4 use setstage xx000804 and do all steps one at a time and complete the talk to shank objectives yourself so as you do not break shank's ai and after power play are still allowed to capture settlements.
step 5 when completing home sweet home with the final command: setstage 06000804 500 or 550 i dunno which one it was again you complete home sweet home and power play popped up on my screen,
Note that you can also use the last setstage 500 or 550 commands right away but it will break shank's ai.
This worked for me multiple times and maybe when explained better in this comment it may work for you.
Or maybe you did this method already and have a mod that breaks the quest.
I am gonna try to explain this as if you never opened the console before so do not take offence.
So everything in bethesda games has a id.
So do quests.
You can find the quest id's on the fallout 4 wikia but i will them here.
But every dlc item has xx as the first two letters. What xx means varies from how many dlcs you own. So if one only has a few dlc it is different from someone with a season pass.
To find out what the xx is in your game you must click on an item from that dlc when using console. The first two letters of that item varied from 00 to 06 you must first type.
By using sqs short for SetQuestStage and then the quest you want xx000804 (home sweet home) thus by typing sqs xx000804 you see all stages in the quest. it also says if you completed that stage or if you did not.
The best way to complete a broken quest or one you do not want to do like avoiding having to kill people is going through every stage from top to bottom.
The last stage you can see is the fail quest option and thus i do not reccommend using that one.
And the one above that is the complete quest. If you complete the last stage in a questline it opens the next quest after that one.
In this case power play does not start for you.
In order to skip a stage you must use the command setstage and then place the most upper stage you did not complete yet.
Like so: setstage xx000804 210 (i believe 210 is the first objective in home sweet home.
But if you do not care about shank i reccommend going straight to the one above the final that i believe is 500 or 550 like so:
setstage xx000804 550 (i do not reccomend this option.
But if you are not really familiar with console commands all together you can learn some usefull things from http://fallout.wikia.com/wiki/Fallout_4_console_commands
Also every item in the game can be found by typing:
Help "StuffYouWantToFind" 0
Then everything that has StuffYouWantToFind in it will appear.
It is usefull to get the armor from the gang members in the park without killing them by just typing Help Pack 0 (if you have to type two words you always have to put the " in there.
I hope this small tutorial helped and i kind of hope i do not have to make a step by step video explaining this.
