At what stage in the quest line are you? Did you disable bots using the star cores already? Have you killed anything in that area? Did you ever use any noclipping or ai disabling before this point?
The easiest way, don't bother troubleshooting s**t, just tag the actor that's not doing what you want, and pull a 'recycleactor' on em, that'll get the protectron coolant system back online...
course if you hate all the dumb tasks like rounding up buttercups and playing quickdraw stuff and just want to assign the park to a gang, so a 'sqt' to get the named quest listed with their numerical ids (or use a wiki) it'll be named something bare like dryrockgulch, they usually all in a format like 'dlc##(zone)'... once you know the qID, you can 'sqs <qID> 1000' which ends most quests and will let you assign a gang and move on with your day.

I shot both sheriffs at each end of the gulch place, turned them hostile.. finished the quest then fast travelled to the commonwealth then sat on a bench waited for 3 days then returned and handed the quest in. try that? I know its 8 years too late but I found your post on here looking for a solution myself and I thought id try help.
