Report a translation problem
1. Save your game in case you mess up somewhere
2. Make sure that "Secure Galactic Zone" is the last thing to do in the "The Grand Tour" Quest
(This is very important otherwise you will skip the entire quest without gangs assigned to the other zones)
3. Open your console and type: setstage DLC04MQ03 100
You should now be able to assign a gang to the Galactic Zone flagpole and complete the quest.

This moves the quest to the stage, where it asks you to read Tiana´s Log. That stage is the very next stage after arriving at the scene and picking up Tiana´s log from her corpse.
2. Enter in console: player.placeatme xx032F4E
This will spawn Tiana´s Log at your feets.
3. Close console, pick it up and read it.
Done.
Note: the xx in the item-id has to be replaced with your load-order-number of your dlc. To find out, open console and click on any of the corpses around you. You will see their item-id. The first two numbers are that of your load-order.

Still happens in 2022 and unfortunately the solution Wolvescream provided doesnt work.
1) Get the RefID from the internet, not form ID.
2) Type in PRID (number of refid found previously)
3) Type in Resurrect.
4) Type in Recycleactor.
5) Type in (RefID#).moveto player.
6) If still invisible, type in Enable while the refid still showing in console (step 2).
I know how to do it and I tried already but it doesnt work here...
I only have this option left and I'll just noclip through the exhibit to get the items in there, whatever... But this whole glitch is really boring and frustrating as some stuff breaks (you cannot deactivate defense mode and open the exhibit apparently), and if I didn't google it I would have been stuck and may have missed a bit of lore as Tiana apparently never spawned and doesn't even appear in the console when I search for her (using the "help" command).
Years later, this is still the only solutions for us who experienced this bug . Strangely after multiple playthroughs of Fallout 4 Nuka-World and thousands of hours since 2017, this is the first time I experienced this bug.
At first I thought it happened because I updated to the newest FO4 Unofficial Patch 2.1.4, which coincidentally I updated just before the Colter boss fight. But downgrading to previous Unofficial Patch does not fix this. So I am baffled as to what causes this very rare bug.
To anyone who is reading this in 2022, this is the only solution that worked. Console commands such as SetStage, StartQuest, CompleteQuest, etc does not work at all. I have tried many solutions from console commands, downgrading Unofficial Patch, loading prior saves, but none of them works.
Sadly the solutions provided by wolvescream does not work, although logically it should. All of us who experienced this bug, the Star Control quest will strangely not trigger at all and cannot be started no matter the console commands.
Yes sadly the solution provided by Nyvo has several drawbacks, such as cannot deactivate defense mode which means all the robots are still hostile and cannot unlock the special power armor. But this is the price we must pay, rather than breaking the Nuka-World main quest and rendering it unfinishable.
PS: This is a very rare bug, that if we search for it in the internet it only returns few results. In fact the only conclusive answer is Nyvo's post above.
Now after testing Nyvo's fix above, I have tested in my game that due to being unable to deactivate the robots by using 20 star cores, the robots are still hostile both inside zones such as RobCo Battlezone, Nuka-Galaxy, and also in the outdoor locations of Galactic Zone.
BUT...... in the area surrounding Starport Nuka (the master control room with X01 power armor) the robots are friendly and I can talk to them. Maybe because it is the same area where your raider gang spawn, so any entities that spawned there is marked as friendly. Weird huh? Also when you assigned a gang to Galaxy Zone using this fix it proceeds normally, for example when you assign The Pack for Galaxy Zone, the raiders will spawn as usual and the decorations will match The Pack's. Same goes if you assigned it to Disciples or Operators.
After more testing, the Grand Tour quest indeed completed successfully with no more glitches and bugs. At the end I managed to complete Power Play with no more bugs and glitches
