can't scrap the concrete to get into armory,watched videos but when i try everything else highlights for scrapping but the rubble doesn't highlight..

I've seen mods like Scrap scrap or Scrap Anything interfere with this mission. Do you have any settlement building mods like that?

there are 2 rubble areas in the castle. the one in the main bedroom is the one your looking for and you have to be in the setelment placement mode. Also i belive you have to have defeated the queen there. Also a lady fromn the minutemen will show up if you took that questline, because even if you clear the rubble you can go down that tunnel but wont be able to open door at end untill she shows up to start the quest. hope this helps

no mods used in playing fallout 4,the lady showed me the area and pointed me to workshop.i'm on level 56 and cleared castle long ago

If non-survival try fast traveling to Sanctuary waiting 24 hours and come back. You may need the cell to reset.
