That video has some of the mods I use, but I have a custom made ENB that I run and shader set for performance while still maintaining a gorgeous world. And all the high res texture packs. My System is quite old but I can run game on ultra no problem.
That is great and is made by Torch, will improve your FPS a ton and loading times. But there can be some visual oddities. I reccomend if you want to run that then download OVT and install OVT after you install the first texture optimization overwriting any files it asks.

The 2nd link is OVT. OVT does a better job and makes the graphics look better while loading faster and using less VRAM. However the Fo4 ToP optimizes more textures, so by installing it first you will optimize more textures, then isntalling OVT 2nd you replace the ones that is covered by OVT and they look better, load faster, basically getting the most bang for your buck so to speak.
I hope I was clear with this lol, if not let me know I would be glad to help. I have really fine tuned my game and it looks amazing, loads fast and has no FPS lag. Sits around 60 which i have capped via the Nvidia Inspector app. This is saying somethign as my CPU is good but like 6 years old and im using a first gen SSD. My GPU is a GTX660Ti which I have overclocked with aftermarket cooler.
I run pretty much everything on ultra except like shadows which is medium.
Also another tip if you use ENB, which you should as it looks great and has insane performance boosts. Make sure to disable Ambient Occlusion in the fallout 4 config. As ENB uses AO and its more optimized, uses less FPS. If you don't disable AO in fallout 4 config it will actually use both and really hit your FPS. Let me know if you need any other tips/suggestions as I have spent countless hours setting my config's up and getting the game to look good with great performance.
Myself, I run about a hundred mods total but the vast majority are the first type. I'll easily pass by a super duper does everything mod that contains two things I want in favor of a pair of simple mods, even if inferior in impementation, that cover just what I want and only what I want.
course 99% of my mods are graphics,textures and quality of life mods. I use nothing that changes the gameplay really or items. I have re-textured my vault suit to make it look cool, but never messed with stats.
I think if you handle mods with care and know how to load them, read them properly and don't install multiple mods doing the same thing you shouldn't have issues.
Optional files that further improve the look and offer a performance boost:
New road enhanced
Gravel redone 4K (use 1k or 2k versions)
FAR
Shadow boost (seriously, make this a priority)
