Yeah, but I didn't know that until just now. They don't make it seem like establishing raider outposts in the Commonwealth is a 'main' or even slightly important quest. My confusion was because everybody keeps saying "complete the main quest" and I thought I did... because it wasn't obvious in game that I had *not*. Anyway, I got it now. All resolved.
The problem that I (personally) kept coming up with was not realizing the elevator button was at the back of the shaft, instead of by the door like most elevators. It wasn't until i watched a video that it made sense. Some say that i am a particularly 'special' waffle.
