I have simply import those picture frames model and make copies. Then import the image planes mesh and pick your materials. At the end you'll have a workshop decoration as picture frame.
By the way you will have to download by at least Bethesda archive extract to pull all files from the game. Inside the game You have better use of console parameters to control the object axis.
Oh well, if I need to DL a mod for framed pics, I may regrettably just have to. But ♥♥♥♥♥♥♥♥ if that doesn't chap my Gulper innards.
This can be done with a lot of different objects in the game. Like placing the Gnomes you can find in Far Harbor.
With modpos x/y/z #.# and modangle x/y/z #.#, you can position anything, anywhere, even lock down FURN type objects, that you can normally freely move around in workshop mode, you can even prevent them from being selected at all (db85e)... no "mod" used at all, but that doesn't mean you still can't play OCDecorator yourself, manually, with console commands.
