That says the OP opened it. The OP's problem is the script did not run to set up the workbench for transfers and provisoners
This happens when you use a console command to claim ownership. It gives you ownership to use it, but it does not run the papyrus scripting to do the settler portion. That missign scripting is also why a lot of the early settlement anywhere mods failed was because the mods had no scripting run to create supply lines or transfer settlers.
if you have a mod that modifies jp , provsioners or settlers/settlements then can interfere with the proper setup.
as mentioned if you used a console command like setpv ownedbyplayer True then the scripts needed to add it to the aliases for provisioners and settlements to dismiss or move settlers to did not run and your only chance would be to use the console again to set this back to false then activate it the normal way.
workshop framework has a tool that will actually properly give us ownership of a settlement it is supposed to be used if somehow we cant normally claim one after trying the normal way it seems to properly activate a settlements player ownership.
Now if you actually had jp as a functioning settlement and suddenly no longer have it then it may be its happiness got to low and they left the players control.

I will disable Zombie Walkers (simplified) because I have had problems with the main ZW mod in the past.
Cheat Terminal v1.69 = Fine, but mis-use can cause problems.
Instant Kill Headshots v1.1 = Not needed, as Cheat Terminal has "one shot kill" option.
Legendary Modifications = I think Cheat Terminal also does this, with the "Epic" setting.
Keep Radiants in Commonwealth v1.11 = Unsupported and out dated by "rylasasin"
--Rylasasin themselves say to not use this version, and get the V1.2 by "AlpineYJ", link on mod page.
Shaikujin's Better Warning v5.1 --Has many bugs, and conflicts with SKK SAS--
SKK settlement Attack System v012 = Appears functional, but mod author is a dic.
Unofficial Fallout 4 patch 2.1.3 = Out of date, Update to v2.1.4
Zombie_Walkers_3.0.0-lite = If this is the one you mean, it seems to be very-much still in development .. Best to avoid using with other mods until it is stable.
