No you cant, you have to get the aquaboy or aquagirl perk, kinda a useless perk too I didn't find any areas in game that even needed it, the east coast water doesn't have anything to explore

Far Harbor added the Diving Suit, a radiation suit doesn't have a rebreather, only a radiation filter and refilling cartridge and the suit itself that keeps out radiation.

Conclusion:
We needed a rebreather to begin with

Ive never drowned walking underwater in powerarmor but was not testing, hazmatsuits however no, Maybe if it was modded but its better too get aquaboy/girl
