Where/how does a Legendary Western Revolver drop?

I just thought it was something the robot cowbot gave you. Is there a chance for that one to be legendary or do Legendary Western Revolvers drop from random legendary enemies?

iv had a steadfast western revolver. can drop anytime, anywhere in commonwealth. think mine was in a legendary molerat near diamond city.

Totally random, no real way to garuntee a drop.

I didn't realize they could drop random anywhere. I really thought you could just get a couple of regular ones in that Gulch area.
Do you find raiders and gunners in the commonwealth carrying vanilla WRevolvers too or just legendary ones?

I came across a stalkers western revolver while I was plaything through far harbor, prior to even starting Nuka World.

They can be found anywhere, on any legendary enemy, with any legendary effect that pistols can get.

Here's hoping one day I find an instigating/two shot. and I'm not playing a melee character.
