Nuka World Gang Faction Turn

Hi and thanks for reading!
I have given all five amusement areas to The Operators and it's been like this for at least 50 hours of game play but not one of the other factions have gotten angry enough to turn on me.
Of course I have not attacked anybody on any of the factions BUT I also have NOT given any of my precious Commonwealth settlements to a raider faction OR taken them raiding with me.
My question is, is there something else I need to do to trigger either The Pack or The Disciples to turn on me?
Doubt this makes a diff but I'm playing on normal difficulty and am at level 122. I'm running mod free. I don't spend a lot of time at NW but I periodically go there to check NW status with Gage. He only tells me to focus on the CW.

Start taking outposts, you need 3 to trigger it.

if you don't want to take CW outposts you can just console 'setstage DLC04MQ05 5' and leave Nuka World for a while. When you come back you'll get told about an uprising.
