TLDR: graphics drivers on Nvidia cards past a specific version cause random crashes no matter what you do, it's just a thing that happened and you won't count on either side to fix that
Solution: roll back to version 442.92, it's the last stable version that works with Fallout 4
[Compatibility] F4EE: false > set it to true.
[Fixes]
ActorIsHostileToActor: true
CellInit: true
EncounterZoneReset: true
GreyMovies: true
MagicEffectApplyEvent: true
MovementPlanner: true
PackageAllocateLocation: true
SafeExit: true
UnalignedLoad: true
UtilityShader: true
Above are possible fixes. You have a problem with a nvidia driver, which would not impact a characters or npc path's or a cell. So it needs to be 1 out of 3 fixes.
GreyMovies
MagicEffectApplyEvent
UtilityShader
However, when you go back to F4EE: false, and you go donw to the driver DLL section then you notice the driver F4EE is not present in the list. So going back up to Fixes (MagicEffectApplyEvent), let me guess you where doing some magic or effect stuff when in 3D person mode.
You can find it in an xml file, however it will go back to false again. If you would have googled, you would have found that you are missing also 1 MOD, https://www.nexusmods.com/fallout4/mods/12631/?tab=description&topic_id=7030856
Now this is familiar to me. 2 questions.
A do you have weapon debris on.
B do you use 2 mod's, 1 adjust laser fire, 1 adjust's your scope. And did you scope, Preston when he fired his rifle. It's one of these 2.
When someone ask a specific question like this, i always treat it as a crime scene.
You get results faster, i look at the data, and then start asking questions about location, what where you doing, and what was the rest doing.
What are your computer specs.
Left top corner > help > system information.
Also, was this the mod mentioned:
Weapon Debris Crash Fix - Weapon Debris Crash Fix Bug Fixes 7/21/2022 2:52:49 PM 7/21/2022 2:47:23 PM 194684 1.2 / 1.2 Antonix35
I just installed it. Along with a few others that apparently aren't fully compatible with Buffout. By doing so, From the mods I replaced and added, I actually have 5 plugins less now.

But with so many mods and all, running. Concord itself all the action happening at the time. I think it's to much for just 4gb of vram with 8gb of normal ram. It's the main cause of your problem.
I got this when It was done:
You can close this application now. (here I click to X out)
[05:48] Saving: ECO workbench file patch.esp
[05:48] Error saving ECO workbench file patch.esp: Record " \ [C1] ECO workbench file patch.esp \ [1] GRUP Top "COBJ" \ [14] [:001223C7]" can not be contained in GRUP Top "COBJ"
[05:48] Errors have occured. At least one file was not saved.
Apparently, mod C7 can be the mod with the error, and I can't find it.
From the mod page:
What does the error message "Error saving XYZ.esp: Record " \ [XY] XYZ.esp \ [1] GRUP Top "COBJ" \ [XYZ] [:ABCDEFGH]" can not be contained in GRUP Top "COBJ"" mean?
Another mod/plugin in your load order contains a broken/faulty COBJ form (recipe). When ECO's patcher tries to convert that form it'll throw an error instead. Use the FormID "ABCDEFGH" in the error message as an indicator to identify the causing mod/plugin. The first two digits of the FormID reflect the spot in your load order while the six digits afterwards are the identifier for the form inside the respective plugin.

During my research I also found out this not a Fallout 4 specific issue, it happens with a few other games as well.
