Obviously one of those mods is DEFINITELY BROKEN, or at least: in the wrong load order.
If you have any settlement mods, anything with weather, visual upgrades, or specific location items.... disable them and restart from an earlier save.
This is clearly not a vanilla game issue in any way. So, check your mods.
Easy way to tell is "what did you just install" because if the game was working before you reached that location and is now not, look up what you last downloaded (easy to do on Nexus, other sites who even knows) and disable that first.
The only body of water, in diamond city is the water supply, there's a quest about it. Pool cleaning where Sheng ask you to remove the pool from 5 junk items.
A mod list would be handy. If you use MO2 mod organizer you will find the modlist under

Also i found a typo, is the MOD subwayrunnnernodynamic.esp depending on another MOD, or does a MOD need subwayrunnnernodynamic.esp. Triple n where it should be a double.

But if you use MO2 like i do. Then the above solution is the most logical, after reading through similar complains throughout the Net. And knowing how certain MOD's could overwrite each other, so you also have a MOD removing clouds in the far distance. Try to disable it.
The solution is almost never "put another mod on it" because you can only play Fallout Four Mod Jenga for so long before it all completely falls apart...

GfH edits the area around the entrance to Diamond city.
So, this would be my first candidate to check.
