Tattoos are done by the same person that does the face reconstruction guy. The Surgery center in Diamond City should be what you're looking for.

Honestly not a big fan of any of the tattoos.

This, really, for me.

I do think that there's a very good potential here though. I'd love it if they didn't require other mods to work like Looksmenu or cbbe or whatever else people have used to get around the fact that the skin in this game is still complete garbage.

I'd LOVE to have a tattoo stand for settlement building.

Word. The vanilla tattoos are lackluster, at best. Modded ones, though, are great.

Ok thanks never used or talked, missions there? people used?
Did they have tattoo shops in other Fallout games? Why dont like?

The tattoos in the game are just ugly, stupid, and poor. (witness my avatar image: that is me and yes those are tattoos I drew and had inked on me, so I do know what they could look like if they'd only tried harder...)

I suspect that whoever was in charge of putting them in the base game *didn't like tattoos* in real life, and that was reflected in their very substandard implementation.

The Diamond City area has a dozen or more small sidequests, and all the people in the marketplace are quite functional for things they literally tell you as you walk by them. Surgery/healing, barber, whatever.

Seems they did not have quality control for tattoos or care?

Do they have tattoos that aren't facial tats?
nope. just garbage tats that would appeal to your average coal-car compartment passenger.

Face tats aren't appealing to me. I'm glad I didn't waste ten minutes sifting through them...

When they announced the Vault 88 'experiments' and without knowing a thing about what that meant for the game, I really, really wanted to have basically a long term vault population program, which would put different tats on generationally, or with specific skill sets getting specific tats. I am pretty disappointed that nothing like that happened. I mean I could still PUT tats on my settlers but meh.

Anything vanilla in a nutshell in a Bethesda game.
