maybe you just never realized how much humor in games is actually satire about other countries.
but you could also just look at comedians, movies and internet comments and travel to said countries and talk to the population and see a much wider scope than just video games.
If we're going to have another game set on the eastern seaboard I'd prefer the Devs to actually do something consistent with the world state. FO1 and 2 had a consistent overarching story that led to the creation of the NCR.
FO3 and 4 have yet to contribute anything meaningful besides "topkek wasteland", and its actually upsetting. If Fallout 5 doesn't including anything overarching in that way, I'm going to abandon the franchise. I'm here for the story too. Abandoning the world-state takes the meaning away for me, and that's not fun.
I know I'm not the only one who likes Fallout for the lore and the roleplay.
Games like the Tales series are okay, because each game is set in a different world entirely - with the exception of a couple like Tales of Zestiria/Berseria, and in the latter case, contributed heavily to the overarching worldstate.
as for specific examples.
one of the biggest example i can give is warhammer. just look at how they poke fun of france and the holy roman empire with brettonia and the empire. if you read the lore you will see plenty of examples, that is if you are paying attention and actually know the history.
the USA is a relatively young country so the satire about the country is more obvious since it is all more recognizable as it being about the USA,
europe has a longer history, a lot of satire about europe for example can be mistaken for just being a funny medieval story or a funny victorian story.
again taking warhammer as an example, quite a few of my american friends thought that brettonia was just a funny depiction of the medieval times in europe rather than it being a satire about france.
sure warhammer has moved away from the satire roots, but that is how it all started. taking the noble knights and the worthless peasants to an extreme level.
New York turning into a crater post war is a common misconception and not part of the lore. It sounds plausible, but it's unlikely, especially since the 4th game was initially supposed to take place in the region. And I feel like the following game should take place in New York or Chicago.
There's also no actual proof. Nothing mentions New York. Its just an assumption based on the direction the Glowing Sea is in, but that's not really conclusive enough. Its likely a gigantic section of NYC was turned to rubble though, I mean its a metropolis. Its massive. Hard to imagine how they'd condense it into a game. THe entire map would be a city zone lol.

Which people misconstrue and assume the city is decimated. But you're right, no actual reference on it's state post war.
By the time Fallout 5 comes out I think it will be technically possible to render a city of that magnitude (whilst also being playable) . There's a lot they could do outside the city lines, people hear New York and forget it's a pretty big state. So they definitely have a lot to work with.

it does not say if it was new york state or new york city though. altough i think its safe to say its the city that got hit.
it also says 4 nukes got detected, with Pennsylvania and New York being hit first. it might be that those where the initial 2 targets, with 2 being dropped on Pennsylvania and New York each. so large parts of the city might be gone. it could be largely unrecognizable.
but who knows, the state might be somewhat habitable, with new york city functioning as somewhat of a glowing sea like we see in fallout 4
Also, small side note,

nuclear war only gets you to defcon 2, what on earth has to happen for defcon 1?
I also think some scenes in the Fallout Streaming series coming out were filmed in and around NY, as well as casting sessions, but again, that could just be a generic East Coast thing.
Several things can be possible at the same time, for example:
-Fallout is "set" in an alternate (or divergent) Timeline, but not an alternate Universe.
-War, war never changes... Nor does human nature:
--We can safely assume, the target of a nuclear attack in the alternate timeline would be similar to our IRL timeline:
---"Pennsylvania" would likely refer to the 3 largest cities; Philadelphia (historically significant), Pittsburgh (significant via resources and infrastructure manufacturing), and Harrisburg (significant to Government Operation).
We can likewise safely presume that "New York" refers to the State, and the targets would also be it's significant cities; Albany (government seat), Manhattan (financial and corporate), Long Island (population), other various "NY City" boroughs, and other major cities like Rochester and Buffalo, or Selkirk (Rail transportation hub).
In the FO timeline, I suspect NY would fair as well as DC or Boston, just on a larger scale.
It is my opinion that Bethesda avoided making FO4 in NY due to its shear size, and computer limitations of the time. Manhattan Island alone is as large as, or larger than, the entire Boston metro plus suburbs area, and Manhattan island is only a portion of New York City.
