I have dropped raw meat in the water where my marker shows 00. I even talked to the witness and I wait. What I'm I missing. I have not done the fist wave of three.

The last enemy to kill is the Queen. If she does not spawn, then save, exit the game, reload that save. If this does not fix the issue, it is bugged and you will have to reload a save before the quest got bugged and start over.

And you need to keep dropping the meat sometimes after each wave. I have had to do that before.

It certainly sounds like something is borked there, assuming it was any one of the relatively common bits of meat. I don't know if it works with, say, cat meat, but something common like mirelurk should trigger it without problems.

If the quest stage changes from dropping meat to telling you to kill the mirelurks, they might have gotten stuck underground, while if it doesn't change it would suggest it's not registering you dropping the meat.

NegaDuck13 provided the solution that worked for me! "Had possibly a similar issue. One of the mirelurks spawned, but stayed underwater. Even when I walked over the target icon, it never attacked or came out so I could attack it. I tossed a grenade in the water which enabled me to attack it and continue the quest." Bam-o, killed the last mirelurk of wave 2 and the Queen is in my face!!!!
