Yeah, they're gonna shoot at you, but there's only three BOS you gotta kill on the flight deck, only the one in the power armor is a threat.
The real challenge is to eliminate the BOS on the Blimp of Steel and get that snazzy coat off Elder Hitler... I mean Maxson.

usually 1 to 3 "squires", smart mouth little boys who will catch you stealing. I keep thinking I missed a grown up and fire at them, but without the mod they're immortal so just ammo wasters. Gotta ask yourself, is a Squire's life worth wasting a few rounds of .308 or fusion cells? If no, get this mod.

I highly doubt that. The institute would of needed the exact coordinates to teleport the children off the Prydwen. If they were on it they're dead.
The RR 100% did not evacuate anybody since you literally gun your way through the BOS to set the charges which take it down. You can actually see them fleeing from the fighting if you make your way through the different decks. They're 100% dead.
Only people that get to evacuate is the people of the institute if you allow them to. If you don't issue the evac order however they also die.
