Why the official language option is unavailable in my computer?

I bought this game several days ago on steam. I admit I'm "a little" late. I attempted to change the language to traditional Chinese but I'm failed. I tried all kinds of methods. Download English version firstly and then change the language to Chinese. Change the language option firstly and then download game. Check the ini configuration documents... all of them are no use. Anyone knows how can I solve this problem? I really want to experience this game! Thanks!

Well, the official language of USA where the Fallout 4 story takes place is American English. Or English - US for short. The international language and the one used by most in PC is still English, whether UK or USA.
Developers can choose whatever language options they want and are not obligated to have yours. Now, operating systems on the other hand have different obligations, if they want to sell in your country.
If you're telling me they offer this game in Cantonese but not Mandarin, you're out of your mind. Surely you can make due with one of them.

There is no Chinese audio, according to the store page. Just the interface and subtitle languages support Chinese. As for why the developers chose to not fully support the language, you would have to ask them.

Steam advocates traditional Chinese, which is not. The page shows it wrong, the modern official Chinese language in Characters their alphabet is 24. It's also the official language registered by China at the UN. OP is asking for an alphabet of 8,105 characters.

I saw people playing in chinese on twitch before. Mods or official idk, but it is possible.

I don't expect Chinese audio and I also don't like something like this. It is too weird. I just want to get a translated ui, even not fully translated. I saw the Chinese language on 1.10.163 version but it seems my version is 1.10.40. The game version provided by steam is supposed to be most new. I don't know why.
In fact I hope to support the official traditional Chinese version that shows in steam. But I cannot active it. Almost all discussions about the official traditional Chinese version happens several years ago. Maybe I am really too late...

Update your game, verify the game files. Unless you're in an area of the world which no longer allows that obviously...
