Kinda lame if it is
Every two times you try the pie machine it adds .1 of a percent (so, if you had 10 luck, tried it two times, you'll have a 2.1% chance.)
There might be some pie machines with altered luck (I don't know), and one, the one in nuka world, just gives it to you (I also think there's preserved pie just floating about not in a machine but could be wrong)
So unless you want a rather ugly looking piece of pie as a decoration, just don't bother. I guess if could be for bragging rights, if you want to brag about all the time you had available to waste.
Gamblers love odds, it's not that case here.
There's even a mod that gives you the pie first time, every time. No %'s or formulas. Just hit the button, get the pie.
It's a chance. A very, very small one. Out of over 24 runs, I got it once. After several tries in the other runs. Unless you are referring to a mod or maybe the one you mentioned in Nuka World. Never found that one. Did not know that one even existed. Where is it?
nuka world has a "broken" eat a tron that drops it 100% of the time. It's in the junkyard in the barn/shed.

Yes you can get it, but even with good Luck stats the chance is still ridiculously low.
Really does make you wonder why this indestructible glass wasn't more popular.
