You SHOULD NOT be using an older, crappy, hacky version of the game, however, thus your game needs to be properly updated and verified, so you can use the CURRENT version of F4se.
Neither the game nor F4se have been changed in... a LONG time. around a year, maybe?
i have never used f4se before so i am a bit confused
You can find out what version of fallout 4 you have by rightclicking on the fallout 4.exe in your game folder. Under properties and there under the tab details you can find your game version. If it isn't 1.10.163 you should update your game.
The current version of F4SE is 0.6.23 which you can download via https://f4se.silverlock.org
The download contains a readme file with installation instructions. As long as you have a legit version of fallout 4 you will not need a different version of F4SE.
Given the error message you wrote earlier (see quote above) you might have an older version of F4SE installed which was written for Fallout 4 1.10.130. In that case update to the current F4SE.
Is your game AND F4SE on the SAME DRIVE / FOLDER?
Are you using Onedrive?
