Best Way To Get "5mm" Ammo
I do use "Ashmaker" which destroys about eveything in survival mode. But only thing that it lacks is ammunation problem. I can buy them but they are a bit expensive in a simple way. (Two caps each "5mm" and if you want to buy 1 mag which is 500 you have to pay 1000caps).

I was wondering if the "Scrounger" perk works with this kind of situation ?

The scrounger perk helps. The best way I've found to get 5mm is from miniguns. Enemies with miniguns generally have hundreds or even as many as a thousand rounds in them, and if you pick up the minigun and then drop it, you get all those rounds.

Yes. Perk increases the chance of finding that ammo directly from level 1.

What do you mean by picking and dropping the minigun ?

Guns dropped by NPCs contain ammo in the magazine, you can't see this in the corpse inventory so the only way to collect it is to pick up the gun.

IIRC the cost of 5mm will drop to 1 cap with enough Charisma so try some temporary buffs such as clothing/chems. Alternatively, becoming a water baron or jet dealer can provide enough caps to not care about the cost of anything.
You can also look to use the ammo more efficiently by stacking more damage buffs and using VATS.

Your lucky you can even buy the stuff. My minigun only character had to set up brahmin farms all over to make 5mm himself as noone stocks worthwhile quantities at low levels.

If you have contraptions DLC, just craft it. 2 steel and 1 fertilizer for 10 rounds is super cheap.

Also from the wikia:
"If an enemy picks up a dropped minigun, they will also spawn 500 rounds of 5mm ammunition in their inventory, making gathering 5mm ammunition considerably easier though the number of enemies that carry them are generally few and far between.

Certain types of enemies carry huge amounts of 5mm ammo on them, often in excess of 1000 rounds per drop. The most notable examples are Brotherhood of Steel Vertibird door gunners"

First wikia tip is pretty solid, an example is Ack-Ack in Olivia radar station, if you kill her, she'll drop the minigun, a nearby raider will try to pick it up, equip it and "create" 5mm ammunition. Kill this raider, another one will try, etc. You can get a good amount of rounds that way. Now, I wonder whether that works if YOU drop a minigun near enemies.

That has never in my life occurred to me- with apologies is this publicly verified?

>>It works sometimes if you disarm them but you have to bait them into picking it up. Works best if you pickup their weapon after they drop it so they don't immediately pick their gun back up instead of the minigun
