IIRC the cost of 5mm will drop to 1 cap with enough Charisma so try some temporary buffs such as clothing/chems. Alternatively, becoming a water baron or jet dealer can provide enough caps to not care about the cost of anything.
You can also look to use the ammo more efficiently by stacking more damage buffs and using VATS.
Your lucky you can even buy the stuff. My minigun only character had to set up brahmin farms all over to make 5mm himself as noone stocks worthwhile quantities at low levels.

"If an enemy picks up a dropped minigun, they will also spawn 500 rounds of 5mm ammunition in their inventory, making gathering 5mm ammunition considerably easier though the number of enemies that carry them are generally few and far between.
Certain types of enemies carry huge amounts of 5mm ammo on them, often in excess of 1000 rounds per drop. The most notable examples are Brotherhood of Steel Vertibird door gunners"
First wikia tip is pretty solid, an example is Ack-Ack in Olivia radar station, if you kill her, she'll drop the minigun, a nearby raider will try to pick it up, equip it and "create" 5mm ammunition. Kill this raider, another one will try, etc. You can get a good amount of rounds that way. Now, I wonder whether that works if YOU drop a minigun near enemies.
