Frame rate is stuck on 30.
I have a gtx 1060 6gb and it used to be at 60-50 fps with the high res dlc, but now it is stuck at 30 fps. I need help.

-Yes I have verified game files
-Yes I have re-installed it
-Yes I have restarted my computer
-Yes my frames are at max on other games

I would recommend the following:
1) Open Nvidia Control Panel. Go to "3D Settings" -> "Manage 3d Settings" -> Program Settings -> Fallout 4.exe
Set "Monitor Technology" to "Fixed Refresh"
Set "Preferred Refresh Rate" to "Application Controlled"
Set "Vertical Sync" to "Use the 3d Application Setting"
Press Apply.

2) Inside Nvidia Control Panel, go to "Display" -> "Change Resolution".
Set "Refresh Rate" to either "60Hz" or "120 Hz".
Press Apply.

3) Use Fallout4 Configuration Tool (standalone EXE utility)

On "Performance" tab inside the tool, set "VSync Mode" to either "1" (if monitor 60Hz) or "2" (if monitor 120 Hz).
Press save.

Restart the game. The game should now run at 60 FPS capped.

Running the game with "VSync Mode" at "0" will uncap the frame rate but can introduce game engine instability.

Also, it may be necessary to restart PC after doing all of the above, especially if your computer is equipped with GSync technology. I personally have run into this problem and usually a restart after doing all of the above restores control to the game engine.

Thank you so much, I couldn't figure out how to do the first one, but changing the second one did it and got me up to 72 fps ( i have a 144hz monitor).

Yea try not to go higher than that, the physics are tied to fps so things will start to freak out past that point

Thats because he missed the most important step: you need to go to the .ini files and changes "ipresentinterval=1" from 1 to "0".

Meh you need to get rid of 60hz, bad for the eyes. If you can run 120hz, there's a way. No more 60FPS caps, trendies love so much.
1) Set monitor to 120hz.
2) Disable V-Sync in game and in drivers.
3) Enable Fast Sync in drivers (nvidia).
4) Cap FPS to 120FPS.
5) Enjoy game.

For 144hz monitors, same deal, just swap the numbers above.

I'd rather not have debris flying around at mach 10 and 1shotting me due to physics freakouts after 60hz

heard it can also mess with background papyrus code as well since that is also tied to framerate.

Don't worry, this engine is not Skyrim Original. Nothing bad will happen.
I am at 144hz/144FPS on my 3rd character run pushing level 70.
All is good, no nextrus mods either, but not vanilla. Have UFO4P and a few others.

I lived that once, I found out that fps was limited on gpu control panel. (as target framerate: 30)

but i'm using amd card, i dont know whether nvidia has that kind of thing.

Every game creates a profile and use different settings on amd.

Since you said your other games were working normal. But there might be a seperate profile for fallout.. if nvidia has similar design ofc.

If you get the high fps fix mod you can have all the frames you want without that problem.

Not true. I'm on a 165hz display, I was able to set a 120fps limit without any problems but going above that it would desync, causing dialogues to be messed up and possibly also physics engine issues. 120hz/fps seems to be the hard cap (possibly you can go higher with mods, but Fo4 is so poorly optimized so you'll probably be unable to maintain that high frame rate any way..)
