If you're starting with mods that modify the beginning of the game, your mods are to blame.

Always carefully look over what load order your mods need to be in, and any other requirements for them. If they're from Bethesda's CC remove "tunnel snakes" as that seems to be very problematic.

Edit:

Yup that's Tunnel Snakes.

Remove that one. Restart without it and see if that helps.

just the regular intro go to vault 111 before bombs drop and its sorted with loot from mo2 and iv been modding since skyrim legendary edition

Tunnel Snakes is notorious for breaking the game.

You have to uninstall it manually it can be done, I don't know the instructions.

I'd also say that a LOT of those costume/npc appearance bits are conflicting or redundant.
