How to scroll up/down while in the console commands screen?

doing this only cycles between what iv'e recently typed into the console. What I mean is when you enter a help command and a list of IDs come up, I trying to scroll through the list of IDs as only so many can be viewed on the console at once.

I use the scroll wheel on my mouse.
Not sure tho'. I don't even think about such things anymore.

Page up and page down scrolls the current list.
Arrows scroll typed entries.

the mouse scroll also doesn't work upon testing

Ah... That is interesting. I play with a controller. So, when I open the console the PgUp/Dn is active.

Mouse scroll wheel scrolls through the previous commands. Do you mean scrolling the screen? No, you can't do that. When you enter the console the game is paused and the screen is frozen. You can click on things on-screen to select the object references, but you cannot change the view. If you need to look at something off-screen, you have to leave the console, re-align the camera, and then go back into the console.

Yeah you have to have the cursor ON the text, not somewhere off of it for scrolling to work.

I use the PgUP and PgDn key's to scroll through the menu, there a long list of holotapes to scroll through
