SAVE YOUR GAME and ARCHIVE A SAVE just in case, really, do this.
GO to the work bench of the settlement.
Point your view at it. Open the console using whatever key your keyboard needs.
CLICK on the workbench. Its ID number will show on the screen.
If you want an INFINITE build space (which is imo the easiest way to do it, because screw math) type in the console,
setav 349 3675555555.00
setav 34b 3675555555.00
Then exit the console and click the workbench to activate build mode. You should see the build area bar is empty and it will remain empty.
------ If you REALLY WANT to figure out a smaller number than 'all of it', you will need to do this BEFORE you setav.
When you're in console looking at the workbench with its ID up, type in
getav 348
getav 34a
There will be a bunch of numbers. Somewhere more than that, will be your setav 349 and 34b numbers. I do not do numbers. I just slap in the max and don't worry about the weird effects it has on the data on your pipboy. Many beds, too few, weird happiness issues, but those are temporary issues and can be pretty safely ignored.
Settlement Limits Slashed

Keep in mind while you can safely double to triple most build limits if you have a decent system, there is still a point where having too much in a cell can make the game crashy.
