Help: Brotherhood quest not starting

Hi folks
I joined the Brotherhood on this play through. I did both scribe's missions and the Semper Invicta quest is marked as done.
But I thought there was supposed to be a radio call and an airship to start the Shadow of Steel quest. But I got nothing but static on the radio and no airship. Paladin Danse isn't giving me anything, except complaining that there are no airships.

Did I miss something?

You must complete Reunions quest before Shadow of Steel will start

Until the prydwyn arrives, what else would they be able to do? They can't send you to a nonexistent airship... Finish some of your main story missions as tulle suggests.
