It's unfortunate because you have so many mods, but you may need to disable them all, then re-enable them one at a time until you figure out which one is the culprit. Either that, or just leave that place and never return.
I wonder if its because of some NVIDA update? Buffout 4 came up with nothing when it finally crashed. And I was able to play just find after I restarted the game.
When you're seeing the "tripping balls trails" and you didn't 'tcl' and go outside though a mesh outisde worldspace and looking back against the face normals? Then something was removed that you need.
Sadly we're all quite aware of this effect!
But Buffout4 is one of the crashiest crashies I've ever installed, and I love DUST on FNV... it wants so many overrides and native dlls and it's own local visualc runtimes and the tbb memory allocation dlls and and and... just eff buffout, dude. Don't blame anything you ever see on nvidia if you've got buttout4 installed. over 650 pages of complaints, 10k + posts, but sure it's stable.[www.nexusmods.com]

And OP, you should not let video games effect you that much. They are just games. I mean, is your lively hood ( you know, the real important stuff like housing and food. ) dependent on you playing Fallout 4 well?
this should fix the problem, however, it is not a permanent solution. (you have to type it every time you visit the place).
however, wtiger27 is right, it's probably a mod conflict causing it.
you could try updating your GPU drivers, verifying the game files or disabling your mods one or two at a time to see if you can find the one causing it. but other than that i dunno what else to do.
you could maybe try this mod but it's huge, 4.5 gigs, but it fixed a lot of areas for me, like downtown.

Maybe the wall hides a space that was planned to be open. But the plan was dropped and a wall plonked in. Somehow that introduced the graphics glitch.
It could also be a cpu overload or result of scrapping (unlikely imo).
