Report a translation problem
Make sure you save before trying to move that entrance incase it does mess up your game. You may not even notice the issue happening for hours, so it's best to make a Hard Save and not a Quick Save.

place everywhere does indeed let you move that cellar door. you just have to press the INSERT key to enable "move anything" mode.
Precombines is the precombination of all the mesh in a certain area or cell that are loaded as one, instead of individually.
Previs is precomputed visibility data.
In most cases if you use mods like scrap anything and delete just a single object, the precombination in that area is split up into all individual objects, which permanently reduces your game performance.
If you do this in more and more cells (e.g. in other settlements), it will get worse and worse.
There is some trash and bush scrapping mods that do it without breaking precombines.
As for pre-vis items, those are the items that generate the long distance graphics correct?
I know what you mean by scrapping mods allowing you to scrap the houses in Sanctuary but it does not remove their visibility when viewing from a distance. Which is what causes some glitches and crashes when approaching a settlement.
as for scrapping bodies, you can also do that with place everywhere. press the INS key to be able to do it.
