Vault Tec played with FEV just like some governments weaponized diseases during Cold War (some still do).More recently, some viruses are "tamed" and used as delivery systems for experimental new medical treatments (HIV, etc).
The Institute used the tech to make type 3 synths. Sometimes scientists don't care about how the tech will be used, but just want to study it. Virgil had some beef with the research because he didn't like doing the experiments on people.
Was FEV used as weapon in other Fallout games?So did Fev worked as planned?
Of course, you have to remember that this is not an official source but edited together by fans - and there's a LOT that the fans assume that isn't obviously present anywhere in published games.
Maybe due to Institute experiment again to make Fev more effective?but failed.
