But why would the signal be coming in a completely different part of the building? I even went into the room with the dead BOS girl and it wasn't anywhere near her.
Dropping the beacon on the ground and scrapping will cause a permanent distress signal at that location.
Except you can't scrap it in the location he is talking about. It is not a settlement (So you can't scrap it manually) and there is no workbench (so it couldn't have been scrapped accidentally).
No there isn't. There is no signal in or anywhere near Sanctuary. Not unless you've moved/scrapped one of the Brotherhood beacons when in/near Sanctuary.
It's a good thing then that I didn't drop them nor am able to scrap them atm.
Also with the abundance of console commandos and mods I would not rule out scrapping it.
Mods have been adding options to scrap items anywhere. ACO and Horizon had one last I checked.
Yeah I made that mistake about five years ago, never again, lol.
I normally collect them and then sell them to a vendor.
It might be that the signal got somehow disassociated from the related object (I'm not sure offhand if it's attached to the object in any permanent way or just gets relocated by the quest's scripting), but it shouldn't be a big issue if it goes away once the quest is done. I suppose you could try dropping the distress beacon object and picking it up to see if it just didn't register the signal being removed (you can always save beforehand if you're concerned that might mess it up).
