since oblivion actually yes the engine is that old
you didnt hear it from me but its actually from Morrowind.....
that makes the engine older then moast of the people that play the game, sure its been updated but it really needs to be taken out back and shot and a replacement added
What happens is that the items you hand placed on display spawn before the table, shelf or floor does. Sometimes it's just a matter of using a different table/shelf or a different type of flooring and the items you place will stay put.
What works 99% of the time to keep your display intact is to only fast travel in and out of the settlement. That way all cells and the items in them load before you spawn in the settlement. The last 1% of the time is when the cell your items are displayed in resets and spawns tables and items out of sequence. That does not happen on every cell reset, but it does happen occasionally and I don't know a fix for it. With the cell reset problem I've found that if I move the display that is falling through something to a different area, that can sometimes keep it from happening again.
the collision models and the glitches and bugs that come with a gamelogic tied to the FPS
If its known and been an issue since possibly morrowind why hasn't Bethesda fixed it?
