Can't get it to run in borderless window
So I get the feeling this is probably kinda strange since all the topics I've seen are people having the opposite problem, i.e; they couldn't get the game to run in full screen. Whereas I can't get it to STOP being full screen. I've ticked windowless and borderless on the launcher and tried all the resolutions it offers to me, but all that happens is it loads in full screen and then blows up the resolution so I can only see a fraction of the screen.

I should also note that the only reason I want to run it windowed at all is because I can't get the game past the title screen (after clicking "new game" I get a black screen for a few seconds and then CTD) and I've heard it may be a possible solution. But if anyone has any other suggestions unrelated to it being windowed they are very much welcome too.

I take for granted that you have hardware that can run the game.
info taken from here
http://store.steampowered.com/app/377160/
System Requirements
MINIMUM:
OS: Windows 7/8/10 (64-bit OS required)
Processor: Intel Core i5-2300 2.8 GHz/AMD Phenom II X4 945 3.0 GHz or equivalent
Memory: 8 GB RAM
Graphics: NVIDIA GTX 550 Ti 2GB/AMD Radeon HD 7870 2GB or equivalent
Storage: 30 GB available space

RECOMMENDED:
OS: Windows 7/8/10 (64-bit OS required)
Processor: Intel Core i7 4790 3.6 GHz/AMD FX-9590 4.7 GHz or equivalent
Memory: 8 GB RAM
Graphics: NVIDIA GTX 780 3GB/AMD Radeon R9 290X 4GB or equivalent
Storage: 30 GB available space

open in my documents\my games\Fallout 4\Fallout4Prefs.ini
under

[Display]
bMaximizeWindow=0
bBorderless=1
bFull Screen=1
iSize H=1080
iSize W=1920

those are what you seek change those vaule what you need
1 stands for on
0 for off
if CTD happens after new game try diffrent grafic setting.
and find what works for you
you might want to see if the Godrays are the cause for CTD
Godrays under advanced button its allways turned on unless you turn it off by hand btw

on each time the Fallout4Launcher.exe starts it will set Godrays to on!

get it to work without mods first after that you can try see if you can enable some mods.

Well that got the windowed mode to work but it still crashed after clicking new game. I don't have any mods installed on account of never being able to get into the game lol. And all the graphic settings are set to low. I don't have a high powered setup or anything but my laptop does have Nvidia GeForce 710m and I can run games like Skyrim, BioShock, Sims 3 etc with no problems. :( Any other ideas?

your 710m is way below MINIMUM game req for Fallout 4. You can google all you want but ultimately, your in game results won't be pretty. If you can get it to run at all, you'll be running it at the lowest settings and you'll be stuttering like crazy. Good luck.
