But there are mods to fix this if you are fine with using them.
But you don't necessarily want a lot of enemies to scale, because your own performance in battle isn't directly based on your level. Once you've got your favourite gear and perks sorted out, your other levels will be spent on things that don't make you more combat-effective overall (beyond having more hit points), while with all those extra levels, the fully-scaled enemies will definitely be tougher. It doesn't really make fights against them more challenging, they just take longer.
As others have said, it's a bit of a mixed bag, some enemies are one shot, some are total bullet sponges.
I think theres MODs for that but Ive not explored them.
