Mostly you're either going to have to buy junk from every general store vendor you come across, or add it by item code. Alexis Combes in Vault 81 is the only vendor who sells shipments.

Blast radius box, glowing-type creatures, also scraping uranium blocks in vault 88 yeilds a lot.

The commands console. Just press ~ and type in Help Nuclear 4. After this, scroll through the list and type in player.additem (insert the code you find here) and then press the spacebar and type in however many you want. Its fast, simple, and effective. If you want them through normal gameplay, just get board-game boxes. Not as fast, but still effective.

Set up a General store and buy up every Monop... Blast radius Board game.

Constantly visiting Traders, that sell scrap was the main source where I've got nuclear material for my initial Nuclear power station.

Scrapping perk is the most useless perk in game - there are much better perks to have and extra scrap can be bought for caps and this game provides too much loot even without any need to kill to be poor in money.

if a perk provides enough means to get an extra level, its not useless, its basically free.

scrapper allows you to take heavily upgraded rifles and scrap them in the field for 15 or so aluminum.

scrapper allows you to select resource types to get highlighted, allowing you to tell which bones and lamps are lootable and which aren't at a glance.

lifegiver is a more worthless perk. if you want HP just put points in EN.

Tier 2 of it lets you get Fiber Optics and Nuclear Material as well. Scrapping scoped and glowing sighted weapons yields nuclear matieral. Tier 3 lets you get even more stuff but that takes getting fairly far into the game to get there.
