Odd lighting bug ruining my game

Having a problem where all of the sudden my game will become very bright, like being hit with a flash bang. Game will begin to lag and keep the now white screen. Happens on any new save with or with out mods.

Turn the brightness down. Jk
In game, open the console and type shp 4.0,0.02,0.02,0.65,0.2,0.3,1.5,3.6,2.0.
See what happens then.

The way I solved it is turn off 'Screen Space Reflections' in options.

As far as I'm aware, High FPS Physics Fix resolves most, if not all occurences of this bug.

now my screen is just black

and i noticed when i aim my screen is very zoomed and and upside down

Same was happening to me for a couple of months, then my my graphics card died. New card, no more problem.
